Debra Kay Skinner, 64, of Chouteau, passed away on Tuesday, July 6, 2021 in Tulsa. She was born on September 29, 1956 in Pryor, Oklahoma; the daughter of Jessie Lee and Ruby Faye (Roach) Skinner. Debra faithfully served her country in the United States Coast Guard and was very proud of her military service. She was adventurous, always looking for something to explore. Debra enjoyed traveling, camping, playing cards, and doing water aerobics. In her younger days, she earned her cosmetology license and also worked for the Muskogee Veteran’s Hospital for many years. Debra also enjoyed her work at the Pryor Senior Citizens Center. She was a wonderful mother, sister, aunt, and friend who leaves behind many memories for her family to cherish.

Funeral services will be held at 3:00 p.m., Friday, July 9, 2021 in the Shipman’s Funeral Home Chapel with Pastor Dustin Evans officiating. Visitation will be held from 6:00 p.m. until 8:00 p.m., Thursday, July 8, 2021 in the Shipman’s Funeral Home Chapel. Burial is scheduled at the Fort Gibson National Cemetery in Fort Gibson, Oklahoma on Tuesday, July 13, 2021 at 1:00 p.m., with Wade “Bub” Hendricks, Glen Vanbrunt, Jess Earl Vanbrunt, Ricky Skinner, Jerry Yoder, Troy Yoder, Tyler Yoder, and Chisholm Rice serving as casket bearers. Debra is survived by her mother, Ruby Skinner of Chouteau, Oklahoma; sister, Tonya Yoder and husband Jerry of Chouteau, Oklahoma; grandchildren, Lyndsy Justice, Alawna Justice and Cale Justice all of Muskogee, Oklahoma; nieces and nephews, Troy Yoder and wife Lindsey of Chouteau, Oklahoma, Tressa Rice and husband Chisholm of Salina, Oklahoma, Trisha Byrum and husband Kevin of Brownfield, Texas, Christie Yoder of Inola, Oklahoma and Tiffani and Logan Whitecotton of Inola, Oklahoma. She is preceded in death by her father, Jessie Lee Skinner, her daughter, Natasha Justice; nephews, Eric Yoder and Darrin Yoder; and sister, Linda Hunt.
